Micro Credit-Qard Hasan Financing Mechanism Through Zakat Funding By The Algerian Sunduq Al-Zakah Fund

The concept of qard hasan is an instrument in Islamic economics that emphasizes welfare aspects in its implementation. The concept of qard hasan has been developed into a zakat instrument and has been practised by several modern Muslim countries including Algeria. This study aims to explore the implementation mechanism of micro credit-qard hasan financing through zakat funding by Sunduq Al-Zakah, Algeria. This study uses a qualitative approach involving a literature review of related books and journals. The materials obtained will be analysed using the document analysis method. The study results show that Algeria has a comprehensive mechanism in implementing micro credit-qard hasan financing through the zakat fund that includes document review, application verification at the local level, and cooperation between Bank Al-Baraka for monitoring and records. Thus, this initiative was found to not only help asnaf entrepreneurs get capital to start and continue business, but it can also save asnaf entrepreneurs from getting involved in usurious loans. This can simultaneously improve the economy of small and medium entrepreneurs. The study found that Sunduq Al-Zakah, Algeria also devised a good strategy by collaborating with Bank Al-Baraka to avoid major risks to zakat funds. Likewise, monitoring the amount of zakat fund distribution practised by Sunduq Al-Zakah before allocating part of the zakat fund towards micro credit-qard hasan financing. This is intended so that the existing benefits can be preserved and guaranteed and so that destructive perceptions of Zakat management can be avoided. This study also found that the micro credit-qard hasan financing scheme through zakat fund is Shariah compliant by many modern scholars such as al-Qaradawi.
