The Potential of Cash Waqf in Digital Education: Key Issues and Main Challenges During the Covid-19 Pandemic

This study discusses the primary constraints in digital education in the State of Perlis during the COVID-19 pandemic, focusing on secondary school students from the B40 group. Although the country has transitioned into the endemic phase, empowerment of digital education remains crucial in developing a tech-savvy generation capable of competing globally. The study adopts a descriptive design, measuring the key challenges faced by Bottom 40% (B40) secondary school students in Perlis during Home-Based Teaching and Learning (PdPr) from the teacher’s perspectives. A digital questionnaire was used as the research instrument. The estimated sample size is 330 secondary school teachers from 45 schools in Perlis. The findings show that the level of constraints in digital education is moderate, as many students lack the necessary electronic devices and face weak internet connectivity which impedes their ability to effectively participate in PdPr. Additionally, the study explores the potential of cash waqf as an initiative to address these issues. Cash waqf contributions can be utilized to fund educational equipment, helping B40 student’s access quality education. The potential of cash waqf aligns with the Sustainable Development Goals (SDGs) introduced by the Malaysian government which aims to ensure that no students is left behind in the digital learning prosess. The outcomes of this study provide valuable guidance for stakeholders such as the State Islamic Religious Councials (SIRC), the Ministry of Education Malaysia (MOE), the Malaysian Communications and Multimedia Commission (MCMC) as well as parents and teachers to collaborate in alleviating the burden faced by B40 students in accessing digital education in Malaysia’s globalized education landscape.
