Fatwa is the process of answering, explaining or clarifying the law, whether a sole decision by a mufti or collectively by a Fatwa Committee. The law on alcohol (ethanol) in food and drinks in Malaysia is decided by the Malaysian National Fatwa Council because it is a national issue. However, it was found that alcohol fatwa decided by the Fatwa Committee in the State Fatwa Department are not uniform because there are states that decide on alcohol fatwas and publish them, and there are states that do not issue fatwas related to alcohol. Therefore, this study aims to explore the fatwa regarding alcohol in the State Mufti Department of the Northern Zone of the Peninsular Malaysia, including the State Fatwa Department of Kedah, Perlis and Penang. This study is conducted through a qualitative method, using library and field research for data collection. The methodologies used are document analysis and semi-structured interviews. The data obtained is analyzed using the document analysis method. The results of the study found that only the Kedah State Fatwa Department has decided on alcohol fatwas precisely and with gazette status. However, the Perlis State Fatwa Department and the Penang State Fatwa Department have yet to decide explicitly on the fatwas related to alcohol. But both apply the legal decision at the National level through the Islamic religious departments of their respective states. This article suggests improvements to fatwas related to alcohol following the changing times and local customs to facilitate the Muslim community and the food and beverage industry, consumables, cosmetics and others to reference alcohol use according to Syarak law.
